26-799 Action Required: Sign California Data Exchange Agreement to Maintain Compliance

Providers must sign the Data Exchange Framework Data-Sharing Agreement to avoid corrective action
California law requires applicable providers to participate in the Data Exchange Framework (DxF), including signing the Data-Sharing Agreement (DSA). Providers who have not completed this requirement are out of compliance with California law and must take immediate action.
Action required
- Sign the DxF DSA immediately: DxF DSA Signing Portal and Participant Directory.
Who must comply
The requirement applies to providers participating in data exchange, including:
- Physicians and physician practices (including those with fewer than 25 physicians), physician organizations, medical groups and participating physician groups.
- Hospitals (all types) and skilled nursing facilities.
- Clinical laboratories.
- Nonprofit clinics and community-based providers.
- Behavioral health providers.
- Enhanced Care Management and Community Supports providers (where applicable).
Compliance deadlines
- Phase I: January 31, 2024
- Phase II: January 31, 2026
Risk of non-compliance
Failure to meet these requirements may result in corrective action. Providers must:
- Maintain an executed DxF DSA.
- Support secure electronic sharing or access to clinical and social services data.
- Align internal systems and workflows with DxF requirements.
Additional information
The DxF, established under Assembly Bill 133 (2021), supports the secure, statewide exchange of health and social services information.
