25-1245 Authorization Now Needed for Mobile-Connected Medical Devices

Date: 11/21/25

Check device approval requirements before you prescribe

Effective immediately, the California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) have implemented a new prior authorization process for medical devices that connect to or are managed by mobile technology. This includes devices that interface with smartphones, tablets or wearable tech.

Devices requiring prior authorization

Before prescribing or issuing, providers must obtain authorization for devices such as, but not limited to:

  • Spinal cord stimulators
  • Automatic implantable cardioverter defibrillators (AICD/ICD)
  • Zoll life vests

Once approved, the CDCR Information Technology department will document the device’s name, make and model for tracking.

Provider responsibilities

All treatment decisions must comply with the California Code of Regulations, Title 15, which define medical necessity as care that:

  • Protects life
  • Prevents premature death or serious illness or disability
  • Relieves severe pain
  • Is proven effective based on health outcomes

Primary care provider review required

All device requests must be reviewed by the institutional primary care provider. Providers should not promise or guarantee a device to a patient until the request has been fully reviewed and approved.

Questions or support

For questions about the approval process, contact the sending institution’s chief executive officer, chief medical executive or their designee.
