25-464m Help Members More Easily Access Non-Specialty Mental Health Services

Date: 07/14/25

Our outreach and education plans for members help you close care gaps

Based on the Department of Health Care Services (DHCS) All Plan Letter 24-0121 (PDF), Health Net will use different methods to help practitioners and ensure members can get non-specialty mental health services (NSMHS). We created this plan by looking at data and getting input from our member and provider advisory committees.

Member outreach and education plan details

Our plans will include the following:

  • Educate and enable members to self-refer. Prior authorization is not required for most covered outpatient services, such as office visits with a therapist, psychiatrist or other behavioral health professional. Members can access mental health services by doing the following:
    • Contact Health Net at 888-426-0030, if the member needs help with a mental health or substance use disorder.
    • Self-referral by choosing a provider from our provider directory at Members Behavioral Health, then call to schedule an appointment.
    • Teladoc. Members can call 800-835-2362, go online at Teladoc Health, or download the Teladoc app to schedule a visit by phone or video in the privacy of their home.
  • Develop resources and trainings for your care team to promote various ways to refer members to NSMHS. We will provide tips on how to relay or explain what needing mental health feels like to the patient. For example, a person may not know what it feels to be depressed, but they know they feel sad.
  • Support you in helping your members access mental health services. Health Net staff at 888-426-0030 and community providers, such as Community Health Workers (CHW) and Enhanced Care Management (ECM) providers, are available to help your members navigate their health, mental health, and social needs.
    • How to find an ECM provider: Use Findhelp, a social service platform, to make an ECM referral. You can make a referral online at Findhelp or contact the Member Services number on the back of the member’s ID card, 24 hours a day, 7 days a week to get connected to the appropriate service.

We will use social media, e-mail campaigns, and newsletters to raise awareness and promote access to services and benefits to members.
