25-099 Delegated PPGs Must Ensure Staff Takes Required Transgender, Gender Diverse or Intersex Training

Complete training with one health plan and submit attestation

Per California Department of Managed Health Care (DMHC) All Plan Letter (APL) 24-0181 Compliance with Senate Bill 923, and California Department of Health Care Services (DHCS) All Plan Letter (APL) 24-0172, all health plan staff are required to complete the transgender, gender diverse, or intersex (TGI) training. This is an evidence-based cultural competency training for the purpose of providing trans-inclusive health care, as defined, for individuals who identify as transgender, gender diverse, or intersex.

How this affects you

Participating physician groups (PPGs) delegated to perform functions on behalf of Health Net and Community Health Plan of Imperial Valley are responsible for coordinating the training and ensuring all administrative and office staff (i.e., utilization management and call center staff) who have contact with members take this training. Be sure to track and maintain records of each staff member who took the training. These records must be kept and be readily available for audit purposes upon request.

Although you may receive multiple notifications and reminders from several health plans about completing this training, you only have to complete the training through one health plan.

How to access the training and attest to taking it

Complete the training and attest by taking the steps below:

  1. Access the training and submit your attestation. PPG/IPA Representatives and individuals may register to take the training (TGI - Gender Affirming Care (SB 923) course) at Registrations link. After the training is completed, submit one attestation for your entire group. Be sure to include your group’s NPI on the attestation.
  2. If you have already completed the training with another health plan, visit Other Health Plan Training Attestation Form to complete the affidavit confirming your training completion with that plan.

Your completion will be shared across all health plans, ensuring that you are fully compliant.
