Review changes on July 1 for preventive and screening services under age 21, the gateway portal and future training
The Department of Health Care Services (DHCS) is sunsetting or phasing out the CHDP program and transitioning services to other Medi-Cal delivery systems by July 1, 2024. This transition will simplify and streamline the delivery of services to children and youths under the age of 21. The change aligns with the goals of the California Advancing and Innovating Medi-Cal (CalAIM) initiative.
Currently the CHDP program includes:
- Preventative health, vision and dental screening, and care coordination for members eligible for Medi-Cal Kids & Teens, also known as the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit.
There will be no change to these services due to the transition and phase out of the CHDP program. These services remain covered for both fee-for-service (FFS) and managed care plans.
The trainings that were offered through the CHDP program will now be offered by Health Net, on behalf of CalViva Health.
- The CHDP Gateway serves as the presumptive eligibility (PE) entry point for children to receive temporary preventative, primary and specialty health care coverage through the Medi-Cal FFS delivery system.
It will continue under a new name called the ‘Children’s Presumptive Eligibility (CPE).’ This feature of the CHDP program will be administered by the local administration of Health Care Program for Children in Foster Care (HCPCFC) and not the Plan.

Ongoing provider training
Previously, your local CHDP program directly provided some training. As part of the transition, provider training will now be conducted by Health Net, on behalf of CalViva Health.

Children’s Presumptive Eligibility (CPE)
Due to the upcoming transition, physicians and other providers enrolled and active in the Child Health and Disability Program (CHDP) on June 30, 2024, are automatically enrolled in the Children’s Presumptive Eligibility (CPE).
To maintain active status, CHDP providers must continue to meet requirements of the local CHDP program in their jurisdiction. If you have questions about requirements, contact your local CHDP office.
Access required CPE training and learn how to create a portal login
Active CHDP providers will need to complete and pass the CPE computer-based training by June 30, 2024. The
training will cover how to access the rebranded CHDP Gateway, now rebranded as the CPE Portal, and establish login credentials to access the new CPE portal. Providers cannot access or submit a CPE transaction until the training is successfully completed.
The training course is available for completion on the Medi-Cal Learning Portal (MLP) – Overview of Children’s Presumptive Eligibility (CPE) and Newborn Gateway Presumptive Eligibility (NGPE).
What if I’m not active in CHDP?
Physicians and other providers not active in CHDP as of June 30, 2024, must complete steps to meet eligibility requirements to become a Medi-Cal provider and then a CPE provider. After enrolling and receiving approval, providers can take the above training to participate in CPE as of July 1, 2024.
New searchable CPE listing on the DHCS home page
The Department of Health Care Services (DHCS) is going to provide a list of CPE providers on their home page by July 1, 2024. The list will be searchable by county and updated regularly.
